If he's Cuban, Nestor is not adopted. Per State, the only adoption from Cuba since 1999 was a girl. According to Facebook, Nestor's mother lives in Havana. She and her husband are friends with Gaetz on Facebook. Gaetz is not legally Nestor's father.
