Sure, foreign intelligence targets (“bad guys”) often talk about the President-Elect, but those intercepts probably wouldn’t be masked in the first place. So fulfilling Graham’s request would put people like Kellyanne Conway, Manafort, Bannon, Ivanka, etc, in a really tough spot.
