New: Appeals court rules members of Congress don’t have standing to sue Trump over violations of the emoluments clause of the Constitution.

The Appeals Court judges noted that the lawmakers - Richard Blumenthal et al - don’t represent either the House or the Senate. They also noted the 215 members suing did not represent a majority of either chamber.
